RANDY BIGLER:  The Sanctioning Committee met via phone conference call on Wednesday, November 18, 2015. Attending were Carolyn Wells (Executive Director), Mark Simmons (Chairman), Randy Bigler (Vice-Chair), Fred Kilgore (Alabama), Sandy Fulton (Board Member, Maryland) and Debbie Yopp (California).

The majority of the conversation dealt with the upcoming workshop for Organizers at the Annual meeting.

The committee does make the following motion and asks for the BOD approval:

“The sanctioning committee moves that the BOD authorize the office to remove the prize money amounts off of the kcbs.us website”  2ND WEAVER.  DISCUSSION.  WEAVER THOUGHT THIS WAS ALREADY APPROVED, JUST NOT IMPLEMENTED COMPLETELY.  SOME CONTESTS HAVE PRIZE MONEY LISTED AT KCBS.US OTHERS DO NOT.  HAYS AND RICHTER WANT TO KEEP PRIZE MONEY ON THE EVENT PAGE RATHER THAN HAVING TO GO TO CONTEST SITE.  SOME CONTESTS HAVE NO WEB SITE.

ROLL CALL VOTE:  BIGLER, WEAVER, CAPSTACK, COMPTON, POLSON, FULTON, LOHMAN AYE.  HAYS AND RICHTER NAY. COLLIER ABSTAIN.  MOTION PASSED.

Mike Peters:  An individual has brought forth an idea of a contest set-up which Carolyn and myself think is a great idea.  Here is the plan:

Teams sign up for a two contest double header - one entry fee for both contests that they will compete in.

Day 1 contests are a random draw splitting up teams into contests A and B. For argument sake let us say 80 teams sign up and are split into two 40 team contests.

Day 2 contests are split up using the top 20 teams from contest A and B for contest C and the bottom 20 teams from contest A and B for contest D.

Each contest would have its own sanctioning fee and prize pool.

Teams will go into the weekend knowing the qualifications of which contest they will cook in the second day.

Would there be an issue if the random draw was not random and teams were placed based upon where they finished the 2015 season? The entry would still be open to all. I am just asking the question because I think it would be neat for contest A and B to have a good mix with say TOY teams 1,3,5,7,9,etc in A and 2,4,6,8,10. etc in B. Of course understanding that the top 20 TOY teams for 2015 would probably not enter, but using the 2015 stats as a way to even out both contests.

ISSUE WITH DIFFERING PRIZE MONEY AT DAY 2 CONTESTS.  WOULD SPLIT OF CONTEST C AND D BY A AND B RESULTS THROW THE CONTEST INTO INVITATIONAL STATUS?  REFERRED TO SANCTIONING COMMITTEE TO ANALYZE.

DISCUSSION OF TUPELO DOUBLE CONTEST IN MARCH 2016, REQUIRING TEAMS TO COOK BOTH CONTESTS.**

**NOTE CLARIFICATION -- TEAMS ARE NOT REQUIRED TO COOK BOTH CONTESTS.  TEAMS MAY LEAVE AFTER THE SATURDAY EVENT, TEAMS CANNOT LOAD IN ON SATURDAY TO COOK THE SUNDAY EVENT ONLY.

Marketing Report:

Mike Hays:  The Marketing Committee met via email this month and received updates on the roll out of the Worldpay program for members.  Everything seems to be moving ahead on schedule and we anticipate being able to make the program available by the banquet in January.  We also discussed the status of the agreement with Advanced Online and have begun the process of selecting merchandise and getting a storefront ready.  The goal is to also have this in place by the January banquet.

We have started to work on our goals for 2016.  Our target is to have several short term goals and action plans identified by the February strategic planning meeting, as well as some longer term goals that will extend beyond 2016.

Our next meeting is scheduled for Wed., January 6th.

International

Wayne Lohman:  The KCBS International IOTeam finished the year with a cooking and CBJ Class in Nassau,  Bahamas in late November.  A sanctioned contest and another CBJ class will follow this event in early June.

2015 was an exciting year of growth for the International Board of Managers as we ended the year with 31 sanctioned contests and 14 CBJ classes that resulted in the enrollment of 454 new KCBS members.

As stated, these are new country discussions in addition to our existing contests that total 31 events in 2015.  The IOTeam is averaging 4 new contest discussions per month which gives us a comfort level in predicting 45-47 new contests for 2016.  These numbers are important in establishing our budget and manpower needs for the new year.

CBJ Committee Report:

Randy Bigler:  The CBJ committee did not meet before the Board meeting because of the special BOD meeting that was held. We will be meeting next week on the 15th.

 We will be taking a look at the comment cards to see if the card needs updated. Also the CBJ manual and PowerPoint presentation continue to be worked on for next year's CBJ classes.

Rep Committee

Randy Bigler:  All for closed session, appointment of new contest rep and rep recommended for retraining.

KCBS Score Committee/Technology Committee

Dennis Polson:  The Tech Committee meet on December 1, 2015 with member present:  Dennis Polson Chair, Candy Weaver, Scott and Steve Grinstead, Stephen Smith, Maria Lowman, Mike Peters, and Carolyn Wells.

No report form Scott and Steve on Score.

After discussion the committee decided to break into 3 parts the issues that has been worked on for several meeting.

Part 1 will be Score.  Scott and Steve have stayed on top of all issues, updates, problems, and improving items with Score. 

Part 2 will be the office issues with their Tech needs.  The office staff has made a list of needs and put the list in order of importance.   This list will be presented to Mike Hays and MMA for a pricing and time line to be completed.  The cost and time line will be presented to the Board for their approval.

Part 3 will be dealing with the KCBS Website.  Candy will be heading the new look of the Website and the committee members will be helping with feedback and suggestions.  The items on the Website we would like to see changed will be presented to Mike Hays and MMA for pricing and time line to be completed.  The cost and time line will be presented to the Board for their approval.

The 2015 Tech committee is hoping to have a good foundation to pass on to the 2016 Tech committee.

Candy Weaver:  Addendum -- Since the expanded Judges Score Card was expanded and passed last board meeting, the structure was sent to KCBScore part of committee. Implementation of this will take efforts from MMA and database assistance and InDevX.   Please note that the MMA computer efforts will be out of the normal allocation of KCBS contract time.

WEAVER WILL SEND REVIEW OUT TO THE BOARD.  REALLY NEED TO SHOW JUDGE’S SCORE CARD AT THE BANQUET.  DO A DEMO VERSION IF IT CAN’T BE LIVE AT THAT TIME.

Banquet Committee:

Sandy Fulton:  NOVEMBER 24, 2015

Stephanie reported that they currently have $12,500 in sponsorship money.  They are expecting more and update us by our next meeting.

I received a report from Karrin that she is getting pictures from past winners and is working on the slide show.

Chris Peters continues to work on door prizes. 

The Board approved the mock up of the trophies and they have been ordered.

Raye is waiting on the mock up of the Special Edition Pin for the 30th Anniversary.

As of the date of this meeting 147 people have registered.  The BBQ Crawl information has been put on the website and the Bullsheet.

As of this meeting we have 10 volunteers signed up.  There continues to be an ad in the Bullsheet asking for volunteers.  Our feelings are that once people have arrived we will be able to get more volunteers.

Carolyn reported that she believes 9 AM will be good for our guest speaker, Dave Anderson.

Raye and Barbara reported that the timeline and schedule for the Banquet has been finalized and is on the website and the Bullsheet.  The Team of the Year Town Hall meeting has been scheduled for Saturday from 1-2 PM in Pavilion One.

 Raye reported that we currently only have one exhibitor.  Sandy has a person who is interested.  We will still be working on securing exhibitors. NBQA will possibly be an exhibitor. 

Raye is ordering wine glasses for lifetime members along with name tags.  Board has asked for an additional glass to be available for sale to members, not a wine glass.  Raye will be ordering the glass.

Candy has only received one entry for Smoked Chicken Soup for the BBQ Soul.  She is going to be contacting individuals that she knows would have a good BBQ Story.

The BBQ Restaurant Session will be held on Saturday from 2:15-3:15.  Rob McGee and Todd Johns have agreed to be speakers.

Sandy suggested that we review the original Strategic Plan for the Banquet that we worked on back in March to make sure we have covered everything that we had planned.  Very pleased to report that all has been completed.

With only one meeting scheduled before the Banquet the Committee feels they have planned a great 30th Anniversary event and are hoping for a great attendance.

Membership Report:

Mike Richter:  The Membership Committee met November 18th.  The committee discussed the definition of a Family Membership.  Research on the topic was completed and the definition will be discussed again during the committee’s next meeting December 16th.

Rules Committee

Mike Richter:  Unfortunately a personal issue arose and the November Rules Committee meeting was canceled.  The next meeting is Monday, December 14th.

Nominating Committee

Sandy Fulton:  All Nominating Committee members agreed that with nominations completed and posted that there would be no reason for a meeting in November.

                All nominees have been published in the Bullsheet, some have taken out ads.

                Carolyn has been in touch with Votenet and KCBS is current with them until November 2017.

Communications Committee

Candy Weaver:  There was no Communications meeting last month.  Investigations were made into a different interactive web publisher to solve some issues that members are having with current provider.  Likely switch will occur with January issue.

COMPTON: QUESTION REGARDING BULLSHEET PRINTING THROUGH INTERACTIVE VERSION.  WEAVER WILL INVESTIGATE.

Strategic Planning Committee

Bill Capstack:   Our committee members are Bill Capstack (Chairman), Paul Kirk, Mark Simmons, Dennis Polson, Bruce Bubacz, Joe Otto, Mike Peters (President) and  Carolyn Wells (Executive Director)

Our Committee met on November 16th and December 7th.

•               Permanent Home for KCBS:

The decision point for buying the building has been amended to December 11, 2015.  We are still awaiting some inspection reports.

The structural engineering and the mechanical, electrical and plumbing firms have begun their design services.

Additional pictures were taken of the computer room and forwarded to Dave Compton for review with computer expert Dave Edyburn.

•               Finalize the job requirements and transition agreement for the Executive Director:

No progress this month. 

•               Explore additional ways to expand participation at events:

We are still waiting for the evaluation of the proposed Collegiate Level By-Laws.

The Air Force is getting into the barbecue event arena with an upcoming event at Anderson Air Force Base, Guam involving up to 60 teams.  This may lead to competitions at other bases.

•               KCBS History: 

      Carolyn has been exploring various avenues for documenting KCBS history using visuals, film, audio, etc. to document and interview folks who have been around since the beginning. In addition, the second and third generation members have valuable insights to share as to the growth of KCBS and the sport of barbecue.  She believes this story will share the Americana aspect of the food group and that it will be worthy of sharing the sense of community within.  This is an ongoing initiative.

Dave Compton:  We have our application pages online and we're waiting for the applications to start pouring in after the first of the year.   I ask that the Board accept this report.

BIGLER: GIVEN US A LIST OF NAMES TO TAP FOR ASSISTANCE IN THE FUTURE.  CAPSTACK: CONTINUING EDUCATION AT THE JUDGES MEETING AT EACH EVENT.

PETERS: CAPSTACK’S CONTINUING EDUCATION IDEA MAY HAVE HURDLES IN REFERENCE TO PAST REACTIONS TO WHAT THE MCINTOSHES DO AT CONTESTS IN CALIFORNIA.  NO INTERRUPTION DURING JUDGING.

MORE CONTESTS THAT HAVE MANIPULATED RULES TO THEIR BENEFIT.  THERE ARE CONTESTS THAT ENCOURAGE PEOPLES CHOICE. OTHER TEAMS JUST HAVEN’T GOT THE CAPACITY TO DO IT.  GRANDFATHER IN WHAT WE’VE GOT.  AFTER THIS WE WON’T DO IT ANY MORE. 

BIGLER: A LOT OF TEAMS DON’T REALIZE THAT ORGANIZERS DEPEND ON PEOPLES CHOICE TO MAKE MONEY TO HAVE THE CONTESTS.  I DON’T THINK TEAMS NEED TO BE MADE TO DO IT.  COMMUNICATIONS PROBLEM.  PETERS:  SPRINGFIELD CONTEST REQUIRES IT.  WE HAVE HELPED OTHER TEAMS DO IT.  YOU DO PEOPLES CHOICE OR YOU DON’T COOK THE CONTEST.  I THINK THE VERBAGE IS INCORRECT.  DON’T SEE GRANDFATHERING.   COOKS EITHER COOK THE CONTEST OR NOT.
