Discussion of 2024 goals/projects and assignment of committee member roles, included:
Rewriting the MP3 recording script played for judges at each contest. 
Rewriting the Contest Rep script that is read to the contest judges. 
Revamping the PowerPoint deck used for CBJ Training Classes
Selection of 2024 Outstanding CBJs 
Selection of CBJ(s) for KCBS Hall of Fame   
 
There was lengthy discussion regarding comment cards and judge scoring.

Contest Representative Committee Meeting – March 2024
The committee identified the goals for 2024:
1)      KCBScore Updates
a)       The first updates are currently being tested
2)      KCBScore Rep Issues – Identifying issues for the Tech Committee to address
3)      KCBS Rep Advisories Updated
4)      KCBS Rep Manual Updated
 
We discussed the issue of banned Styrofoam Boxes by several states.  Reps will need to know what to tell Organizers. Several options were brought up since the replacement box (sugarcane, fiberboard, etc) options are not as sturdy, and might require a foil liner. This will be passed onto the Rules Committee to look into.
We agreed that the newest Table Population Chart should be included in the Organizers Guide as well as in the Organizers Portal so all Organizers are aware of the changes
Rules Committee
 
Meeting date:  March 25, 2024
All committee members and CEO Rod Gray attended the meeting.  The main agenda topic of reviewing the ancillary guidelines for the American Royal and for the Organizer Guide was discussed.
Charlie will send a draft to the committee members of guidelines for:
  • The American Royal ancillary categories to be reviewed by committee members via emails then passed to the American Royal through the KCBS office for their review and inclusion in the team packets for the 2024 competition.
  • The KCBS Organizer Guide to aid in their writing of rules for the baked beans, potatoes, vegetables, and dessert categories.  After a Rules Committee review, these will be passed to the Organizer Workgroup for their review and inclusion in the new Organizer Manual.
The committee agreed not to write specific rules but rather guidelines which will allow contest organizers flexibility for their contests.  It will be strongly recommended that the organizers publish their ancillary rules to teams and KCBS contest representatives in advance of the contest and that the contests reps include these rules in the cooks’ and judges’ meetings for that contest.
The Rules committee will meet on the regularly scheduled last Monday of the month.  The main topic for discussion in the April meeting will be a full review of the Youth Que rules for 2025. 
 
Foundation Committee
 
Foundation Committee:
No meeting was held, but the deadline for scholarships ended on March 31st. 
 
We are pleased to announce that we have received 23 completed applications and have an aggressive goal to get them reviewed, ranked and consolidated for presentation to the BOD at the May meeting. 
 
The Foundation Committee has already made the scholarship packages available to the reviewers and would like to thank Nancy Goldsmith for her continued efforts to streamline the incoming supporting documents to assemble these application packages.
 
In addition, the Foundation plans to spend $1200 on a quality logo 10x10 canopy for use at the World Invitational for the pop-up shop, and for other events in the future.

Introduction of the workgroup members
Old Business:
Discussion for the Organizer’s QuickStart Guide
Discussion to determine where to pick up after where we left off in 2023.  Chiles shared the document that was developed last year (August 2023), where it was decided that we would be better off creating a new hyperlinked index of the important items that were consolidated by the team last year.  Sherry  Byler has shared her updates with our committee. Follow up discussions have resulted with Julie taking the lead to update the content of the organizers guide (from a REP perspective and then to incorporate the18 pages of identified information to be emphasized with an interactive index that explains why that section is important and then hyperlinks you to the section for more detail. 
Work for a “One Meat” condensed version of the existing organizers guide will begin after the Organizer’s Guide updates have been completed.  The existing guide can be overwhelming for what a single category really needs.  This was reviewed and is still on for future development.
Discussion for People’s Choice:
Work continues with the “PC, Recipe for success”.  Chiles has reached out to the Virginia Department of Health who has provided feedback as to suggestions for food safety.  A completed draft is expected to be delivered by the next Organizer’s meeting.  
Finalized discussion from HOF criteria development:
The following criteria were approved via consent agenda in the last BOD meeting. The first candidate was suggested to the KCBS office, and we are awaiting confirmation. 
Minimum consideration is 4 out of the 7 as listed below.
  • 20 years or more as a KCBS organizer
  • Minimum of 10 years KCBS and 20 contests.
  • Number of other KCBS BBQ contest that were mentored.
  • Paid KCBS Membership during period of active involvement.   
  • Pioneers in BBQ criteria – Started in a new area, contributed greatly to growth.
  • Additional services to KCBS.
  • Held CBJ, CTC, Competition cooking, Kids Q or other ancillary.
This workgroup nominated Mr. Mike Mills, Murphysboro IL, Praise the Lard BBQ contest for the 2024 Organizers HOF award. Mr. Mills was posthumously inducted into the HOF during the January 13th, 2024, KCBS Annual Awards Banquet at Harrah's Casino in Kansas City, Missouri. The award was accepted by his daughter Amy Mills.
Future Organizer HOF nominees were briefly discussed.
New Business
  1. Sherry Byler in the KCBS office has compiled a list of all currently active 2023 KCBS contest Organizers and any new 2024 Organizers. List to include Name, location, email address. Do we need any other criteria for the list?
  • Uses for such a list:
    • Share with all Organizers.
    • Organizers email blast, Questionnaire to them, name the top 3 ways or contest areas our workgroup can help them with in 2024.
    • Identify new Organizers, hook them up with existing Organizers near them and/ or mentor Organizers (mentorship)
    • Share information, how to's, tips,  tricks,  does,  don'ts.
    • Other users to help support our Organizers?
 
  1. Bullsheet articles, the Organizers Corner.  Reviewed “Ask an Organizer” and recent featured personalities.  Rhiannon welcomes new ideas. Reviewed subjects that can be featured in future articles such as how to's, tips and tricks.  Discussed ways to entice organizers to contribute.   Jim Palmer volunteered to write an Organizers article for the Bullsheet publication.

Bylaws Work Group
The Bylaws Committee Chairmen have had numerous telephone meetings to discuss the action plan for the Bylaws revisions to be approved by the board for to present for amendment and vote by the KCBS Membership

The plan of action is as follows.
  1. Parse each article and make revisions as appropriate and prepare for review.
  2. Create a Survey of the membership held via the KCBS Survey system on the website to gain information and consensus on revisions prior to finalization and preparation for vote.
  3. Review the survey data and make any necessary changes based on survey opinions in order to streamline the process and better align with the Memberships.
  4. Create the final Amendments document and present to the Board for Approval and call for Election of Amendment by the General Membership
  5. Commence an informational series of presentations where all members have the opportunity to be made full aware of any Amendments and its purpose.
  6. Schedule and conduct an election of the General Membership to Approve the Amendments in accordance with Article XVIII of the current Bylaws and In accordance with the Missouri Statutes governing Non-Profit Corporations.
 
This Election to ratify amendments will be a multi question ballot election. The Membership will have the opportunity to vote to adopt or reject each proposed amendment to the Bylaws.


This method will be like state Questions or Proposition Votes that State Governments regularly utilize when submitting issues to the citizens.

The Following Areas are of most concern to clarify and update.
  1. The Nomination of Board of Directors needs to be clarified and transparent as to the definitive process where eligible KCBS members will have their rights as members to seek election to the Board.
  2. Safeguard Mandates need to be updated to guarantee Financial, Fiduciary and Policy responsibility of the Society to its members.
  3. Mandates in place to prevent any elected Member or relatives within guidelines that mirror Missouri Ethics laws on nepotism regarding Employment, Governance, nor Performing Services for the society for financial consideration except for a common position as a Contest Representative for the Society.
  4. Prescribed Manners of Acting where proper procedures are clarified in areas of governance such as conduct of meetings, assignment of agents, financial commitments, established financial reporting timelines to the Membership, and mandatory Board Approved Annual Budgeting within a fixed timeframe prior to the commencement of the fiscal year of Operations.
 
Throughout the document the grammatical and punctuation errors will be corrected however no language may be amended to change the meaning or intent of any provision of the bylaws without vote of adoption by the membership in the manner described previously.
 
It is our intent that these amendments be drafted, surveyed, revised id necessary, and presented for adoption in advance of the next election cycle for the Board of Directors.
 
CEO Report
Key Highlights:   
In six weeks we’ll be hosting the 2024 KCBS World Invitational.  As of 4/4/24, there are 100 teams registered and 103 judges confirmed.  The goal is 125 teams for this year’s event.  Last year, 46 teams signed up in the final four weeks.  Registration is set to close on April 23rd. 
KCBS has a new contest in North Dakota.  The ND BBQ Championship is in it’s 14th year, and we’re excited to partner with this event.  It will take place around  Scheel’s Home and Hardware store in Fargo.  The Contest Organizer is very engaged and asks really good questions.  This event stands to be an automatic qualifier to the Jack Daniel’s World Invitational if another event doesn’t come along in the qualifying period. 
Membership jumped triple digits for the third straight month.  That is great news for KCBS.  We’re crested 16K members for the first time in nearly four years.  More details are available in the next section of this report.
Membership:
The April 4th, 2024 membership count snapshot reflects 16,022, up 177 members from the 15,855 report on March 6th, 2024.  This is the third consecutive month of a triple-digit increase in membership
Results from the first postcard mailing were positive.  Membership renewal from this effort as of April 2, is 76 renewals of lapsed members.  A second round of postcards was mailed on 3/25/24 to the 220 lapsed members from January 2024.  We expect to see the same level of response and will continue this campaign monthly.

We continue to leverage social media to drive member conversion, promote the KCBS brand, showcase our sponsors and events, and provide value to our members through fun and educational content.

“Formally Establishing and Codifying the KCBS Community Advisory Group”
 
Whereas, The Kansas City Barbeque Society desires to create a Community Advisory Group (CAG)  that will provide input and feedback and reflective of the barbeque community’s needs, issues and concerns.  , and
Whereas, the mission statement of the Society is “Recognizing barbeque as America's Cuisine, the mission of the Kansas City Barbeque Society is to celebrate, teach, preserve and promote barbeque as a culinary technique, sport and art form”, and
Whereas, KCBS desires to further that mission by providing a forum for open dialogue with a commitment to meaningful two-way communication between KCBS leadership and its members, and
Whereas, KCBS recognizes that the CAG is strictly an advisory group that does not have formal decision-making authority, and
Whereas, KCBS recognizes the CAG will advise KCBS leadership and make recommendations on key issues like membership engagement, event formats, judge certification, partnerships, sponsorships, and other topics identified by KCBS and the barbeque community, and
Whereas, KCBS recognizes the CAG is critical for ensuring ongoing, inclusive dialogue between KCBS leadership and members throughout the organization, and
Whereas, the CAG Group Charter, The CAG Appointment and Application Process, CAG Monthly and Quarterly Survey Directives , Shall be Codified in the companion Exhibit A of this resolution, and
Whereas, the CAG members and KCBS leadership commit to transparent communication and constructive dialog and advise the Board of Directors in good faith without personal bias, and
Resolved, KCBS, authorizes and approves the establishment and codifying of The KCBS Community Advisory Group and its companion enabling exhibit documents , and
Be it Finally Resolved, that the KCBS Community advisory Group be enacted by the passage of this resolution and companion Exhibits and be enabled and commence in accordance with the timelines prescribed in the Companion KCBS CAG Appointment and Application Process.

“Formally Establishing and Codifying the KCBS Hall of Fame”
 
Whereas, The Kansas City Barbeque Society desires to create a Hall of Fame Recognizing Competitive Cooks, Contest Judges, Contest Organizers and Contest Representatives, and
Whereas, the mission statement of the Society is “Recognizing barbeque as America's Cuisine, the mission of the Kansas City Barbeque Society is to celebrate, teach, preserve and promote barbeque as a culinary technique, sport and art form”, and
Whereas, KCBS desires to further that mission by recognizing, honoring and perpetuating key individuals whom have achieved the standards worthy of induction into a Hall of Fame, and
Whereas, KCBS recognizes that different criteria will be administered for each category of the aforementioned recipients, and
Whereas, KCBS recognizes the Competitive Cooks qualification criteria has been established by a committee who have worked extensively to create an objective and sustainable methodology of criteria, and
Whereas, the Competitive Cooks qualification criteria will be established as Exhibit A to this resolution, and
Whereas, any updates or modifications to the Competitive Cooks qualification criteria may only be amended by a  60% majority of the eligible Competitive Cooks Hall of Fame Members with notice given to KCBS for execution of amended qualifications, and
Whereas, the Contest Judges, Contest Organizers and Contest Representatives, criteria will be established and adopted by their respective appointed committees in separate companion Resolutions, and
Resolved, KCBS, authorizes and approves the establishment and codifying of each category of The KCBS Hall of Fame, and
Resolved, that sufficient funds be appropriated and set aside from the Annual Budget Kansas City Barbeque Society to fund the awards, and
Resolved,  that outside sponsorships and endowments will be actively solicited by KCBS to assist the funding for the Hall of Fame, and
Be it further Resolved, that the Aforementioned Hall of Fame shall operate in perpetuity until such time as amended or dissolved by a vote of the members in the same manner prescribed by Article XVIII Amendments of the Bylaws in force at the time of consideration of Amendment or Dissolution.
